"He did not say, nor is it entirely clear, why jobs manufacturing turbines and cars can't be outsourced." -- Construction, installation and maintenance must all be done here of course, but yes, it's likely our practice of importing parts and goods will continue, unless the construction contracts require the use of domestic components whenever possible. Will need to see the details on that.
